Platform capability statement · Holocentric

Decision discipline by design.

One governed model of how an organisation works: its processes, policies, roles, forums and business rules. We help agencies build it, connect it, and use it to make decisions people can trace from the meeting to delivery.

Holocentric

Serata is a Holocentric partner. We develop customer solutions on the Holocentric platform, with forward engineering for customer success.

  • PartnerAccredited Holocentric sales, consulting and implementation partner
  • CertifiedHolocentric modeller content authors
  • Since 2019modelling business management systems for Commonwealth clients

01 Why

One connected model of how the organisation works.

The challenge

  • Business management systems built in isolation, with no enterprise view
  • Process documentation inconsistent in quality, format and depth
  • Leaders can't easily surface, compare or analyse processes across the organisation
  • Transformation programs lack a common process baseline to measure change against
  • Decisions live in minutes and inboxes; actions are chased by data call
  • AI readiness held back by fragmented, unstructured process data

The solution

  1. 01

    Surface

Capture, standardise and publish processes in one connected environment.

  2. 02

    Standardise

One modelling standard, so comparison and gap analysis mean something.

  3. 03

    Decide

Real-time process and decision intelligence for executives and forums.

  4. 04

    Account

Every decision and action carries one accountable role, resolved from the model.

  5. 05

    Enable AI

Secure, structured, connected process data: the foundation for safe AI.

02 Serata solutions

Two Serata solutions on Holocentric.

Two distinct examples of what we build on the platform. They are coherent but not linked: each stands on its own, and either can start first.

  • 1Solution 1 · Decision making

A new intelligence and decision capability.

A green-field implementation for an organisation forming or reforming its governance. Every forum is mapped, and every decision, approval and action is documented, owned and traced to delivery.

    • Decisions captured from the meetings and papers you already have
    • One accountable role on every decision and action
    • Advice and cost estimates linked to the decision they informed
    • One record, with authorised views for each organisation involved

Value in ten weeks: one decision chain proven end to end, then widened forum by forum.

    See how it works
  • 2Solution 2 · Enterprise adoption

Uplift, upgrade and connect the Holocentric estate.

A broader program for organisations that already run many Holocentric instances, built separately over years. We turn them into one connected enterprise asset, and close the gaps where no model exists.

    • A register of every instance, owner, version and gap
    • One modelling standard, with trained and certified custodians
    • Instances upgraded with common content types
    • Instances connected, so roles, processes and decisions read across them

Sequenced by value: you choose the order, by business priority and readiness.

    See how it works

The opportunity across both: a Business Process Modelling Centre of Excellence that holds the standard, the content types, the training and the skilled modellers, keeping the two coherent without making either depend on the other.

03 Solution 1 · Decision making

Documented decisions, approvals and actions.

Meeting records, briefs, minutes, papers and signed documents become documented decisions, approvals and actions, each with an accountable owner and a link back to its source.

  1. 1

    Decision sources

Microsoft 365, read with least privilege

    • Calendar: forums, boards and gates
    • Teams meeting transcripts, where recording is authorised
    • Secretariat mailboxes only
    • Briefs, submissions and committee papers
    • Draft and confirmed minutes
    • Electronically signed PDFs as approval evidence
  2. 2

    AI assistance

Optional · off by default · subject to the agency's AI approvals

    • Intake: matches each item to its forum and model
    • Extraction: drafts decisions and actions, citing the source
    • Reconciliation: avoids duplicates, links to projects and risks
    • Document help: summaries and first drafts, held as proposed
  3. 3

    Human approval gate

    Secretariat, then chair or decision-maker

    • Review, edit, approve or reject every item
    • Decisions confirmed by the accountable decision-maker
    • Every edit kept against the draft
    • Sensitive items never go to AI; they are entered by hand
  4. 4

    Holocentric

Safe repository and system of record

    • Decisions with wording, forum, gate and advice considered
    • Actions with one owner, due dates and closure evidence
    • A common set of content types across domains
    • Reminders and overdue digests back into Teams and Outlook
  5. 5

    Official record

    Records management and assurance

    • Final records lodged in the agency's records system
    • Monthly audit log for record-keeping compliance
    • Every AI run, read, approval and change logged on one ID
  • The AI does the reading. People make the record. The only path into Holocentric runs through the human approval gate.
  • Works with AI switched off. Capture by hand, and the record, approvals and reporting are identical.
  • Deployed inside each environment. The same pattern runs separately in each security environment; nothing crosses between them.

Questions you can finally answer.

When every forum is modelled, and every decision and action is linked to the body that made it, the role accountable for it and the project it changes, governance becomes something you can query.

  1. Forum or gate

    Body, date, item, attendees

  2. Decision

    Wording, decision-maker, advice considered

  3. Action

One owner, due date, source link

  4. Status

    Progress, revised dates, evidence

  5. Delivery report

    On track, overdue or closed

Questions the model answers

  • Who is accountable for this decision, at this gate, today?

Gate → Forum → Accountable role → Person

  • Was what the forum decided actually delivered?

Decision → Actions → Status → Closure evidence

  • How has this project's cost estimate moved, and which decision accepted each change?

Project → Estimate versions → Decisions

  • Which decisions went against advice, and how did they turn out?

Advice not adopted → Decision → Delivery report

  • Which assurance findings are open, and who owns them?

All domains → Open findings → Owner

  • Where do we run duplicate forums or processes?

Process → More than one domain → Forums

  • What is overdue across every forum, and what does each executive owe?

Role → Overdue actions → Forums

  • When the structure changes, what transfers with each role?

Role → Open actions, memberships, decision rights

No AI is needed for any of this. The intelligence comes from the links.

The outcome

  • Faster decisions

Decision-ready information is in front of the forum, not assembled by data call. Actions are captured as the meeting ends and chased automatically.

  • Better decisions

Every decision shows the advice considered, the estimate relied on and the accountable decision-maker. Outcomes flow back, so you learn which advice held up.

  • Trusted records

People make the record. Holocentric is the system of record; AI only assists and can be switched off.

04 Solution 2 · Enterprise adoption

Uplift, upgrade and connect the models you already have.

Many agencies already run several Holocentric instances, each holding years of process and accountability knowledge, built separately and at different levels of maturity. We turn them into one connected enterprise asset.

The estate today

  • Current and well used

Active custodians and models people rely on. Ready to connect.

  • In place but behind

Older versions, local conventions, models not kept current. Need uplift and upgrade.

  • No model at all

Parts of the organisation with no process model. Gaps to find and fill.

Four moves across the whole estate

  1. 01

    Discover

Register every instance: owner, version, environment, content and maturity. Map coverage and find the gaps.

  2. 02

    Uplift

One modelling standard and method. Bring priority models up to it. Train and certify custodians.

  3. 03

    Upgrade

Move instances to the current Holocentric version, with common content types.

  4. 04

    Connect

Join instances so roles, processes, forums and decisions can be read across them. Stand up new instances to close the gaps.

A Business Process Modelling Centre of Excellence

A permanent function, owned by the agency, that keeps every model to one standard.

  • Standards and method

One metamodel, naming and quality bar

  • Estate register

Every instance, owner, version and gap

  • Modelling services

Skilled modellers on call for reform work

  • Platform and integration

Upgrades, connections and Microsoft 365 integration

  • Training and certification

A modelling profession inside the agency

  • Governance and assurance

Model quality reviews and change control

  • Protects an existing investment: years of modelling reused, not replaced
  • Removes key-person risk with standards, a register and trained custodians
  • Serves the whole enterprise: audit, onboarding, change impact and policy compliance

05 Agency governance

Every board, committee and decision in one governed model.

Most agencies run their boards and committees on email, spreadsheets and PDF packs. We replace that with an integrated governance solution built on two platforms agencies already trust: Holocentric as the governance model, and Microsoft 365 in the agency's own tenant as the place people work.

  1. 1

    The governance model

    Layer 1 · Holocentric

    • Every body from the board down, modelled as a linked object
    • Charter, membership, chair, delegations and decision rights
    • Reporting lines, meeting rhythm and restricted-matter rules
    • Every decision and action linked to the process, risk, control, policy or obligation it affects
  2. 2

    The committee workspace

    Layer 2 · Microsoft 365

    • Forward planning, paper commissioning and executive approval
    • Agenda building and secure pack compilation
    • Teams meetings, attendance and conflicts of interest
    • Minutes, circular resolutions and action tracking in SharePoint, Teams and Outlook
  3. 3

    Governance agents, optional

    Layer 3 · Availe

    • Read calendars, meeting transcripts and the secretariat mailbox
    • Propose decisions and actions, citing the source
    • A person approves every item before it reaches the model
    • Off by default; switched on only with the agency's approval

One meeting cycle, every body

  1. Forward plan

Every body's year, in one calendar

  2. Papers

    Commissioned, drafted and approved

  3. Pack

    Compiled and published securely

  4. Meeting

    In Teams, with conflicts declared

  5. Minutes and actions

    Decisions recorded, owners notified

Two paths for governance AI

Path A · Microsoft Copilot Studio

Low-code agents inside the agency's Microsoft 365 and Power Platform tenant. Fastest to deliver and simplest to run.

Path B · Azure AI Foundry

Code-first agents in the agency's Azure subscription, with full control of models, tools, evaluation and network isolation. For agencies growing a wider governance AI capability.

Both paths use the same human approval gate, audit logging and Availe assurance. The solution works in full with AI switched off.

  • Members stay where they work. Teams, Outlook and OneDrive on desktop, iPad and iPhone, with controlled offline access.
  • Records-native. Packs and minutes are created in SharePoint and declared as records in place.
  • Sovereign by design. Australian hosting, Australian personnel, no offshore access, and no AI unless the agency turns it on.

06 End-to-end governance and accountability

From the boardroom to the front line.

A board decision is only as good as what happens next. When every body, role and process sits in one connected model, authority flows down to the people doing the work, and evidence of delivery flows back up to the board.

One line of accountability

  1. Board

Sets direction, risk appetite and policy

  2. Committees

    Decide within delegated authority

  3. Executives

Own decisions and the actions that deliver them

  4. Teams and roles

Run the processes and controls that give effect to policy

  5. Every worker

Follows published procedures, knows who they answer to

Authority flows down

  • Decision rights and delegations, resolved from the model, not a spreadsheet
  • Policies linked to the procedures that put them into practice
  • Approved procedures published to staff, and to the public through GovCMS
  • Obligations, risks and controls traced to the process and role that meets them

Evidence flows up

  • Actions with one owner, due dates and closure evidence
  • Control and obligation status rolled up by body, role and process
  • Overdue digests to each executive, in Teams and Outlook
  • Board reporting assembled from the links, not by data call

Questions the board can ask

  • Which body has authority to decide this?

Matter → Decision rights → Body → Delegate

  • Was what the board decided delivered?

Board decision → Actions → Owners → Closure evidence

  • Which procedures give effect to this board policy, and who follows them?

    Policy → Processes → Roles → People

  • Which obligations does this team's work satisfy, and are its controls working?

    Team → Processes → Controls → Obligations

The outcome

  • Clear accountability

One accountable role on every decision, action, process and control, from the board to the front line.

  • Assurance on demand

Audit, risk and the board see the same picture, drawn from one model.

  • Change without loss

When the structure changes, decision rights, actions and processes move with each role.

07 Getting started

Getting started: two plans on the same stage gates.

Each solution follows the same proven stages over about 36 weeks, with value in the first ten.

Solution 1 · Decision making

  1. Stage 1 · Set up · 2 weeks

Choose the first decision chain. Name the sponsor and product owner. Seek approval for any AI use. Agree plan and success measures.

  2. Stage 2 · Prepare · 5 weeks

A Holocentric instance with decision, action and status content types. Microsoft 365 access with least privilege. Connector and approval gate built and tested.

  3. Stage 3 · Go live · 3 weeks

Run it on live meetings with hypercare: first audited decisions and actions, first delivery report, first monthly audit log.

  4. Stage 4 · Phase 1 · 13 weeks

Extend across forums in priority order. Link advice, cost estimates and assurance findings. First cross-forum executive view.

  5. Stage 4 · Phase 2 · 13 weeks

Repeat in further environments and open authorised views for partner organisations.

Solution 2 · Enterprise adoption

  1. Stage 1 · Set up · 2 weeks

Set up the program and discover the estate. Begin the register of instances. Agree the implementation plan and communications.

  2. Stage 2 · Prepare · 5 weeks

Prepare the environment, access for each user type and reference data. Three to five processes built for review and testing.

  3. Stage 3 · Go live · 3 weeks

Go live for initial process owners and superusers, with hypercare, training and an agreed ingestion plan.

  4. Stage 4 · Phase 1 · 13 weeks

Ingest and standardise priority models. Identify and prioritise unmodelled areas. Build the process library and improvement backlog.

  5. Stage 4 · Phase 2 · 13 weeks

Scale across business areas. Standards, estate register and modelling services become business as usual.

Our approach in every stage

  1. Listen

Learn from your knowledge of requirements and operational realities

  2. Map

Capture what exists: forums, instances, processes, gaps
